CITY OF OXFORD,
MISSISSIPPI
General Notice
The City of Oxford (Owner) is requesting proposals for the following Project:
Flood Threat Recognition System
Oxford, Mississippi
HMGP Project
DR-4576-0030-F
The City of Oxford, Mississippi, is accepting sealed proposals from qualified vendors for equipment and related services to implement a Flood Threat Recognition System (FTRS). This project is funded in whole or in part through the Mississippi Emergency Management Agency and the Federal Emergency Management Agency Hazard Mitigation Grant Program, HMGP Project DR-4576-0030-F.
The project includes monitoring equipment and notification services for six stream locations within the City of Oxford. The Base Bid includes equipment for rainfall and water-level monitoring, flow-velocity measurement, telemetry, solar power, battery backup, cloud-based monitoring, data storage, and automated alert notifications. Add Alternate No. 1 includes installation services. Add Alternate No. 2, which includes annual telemetry and cloud-based services for 10 years.
Proposals will be evaluated using a best-value selection process based on technical approach, vendor qualifications and experience, price and long-term cost, product availability, implementation schedule, cloud platform and alerting capabilities, installation approach, support services, and proposal responsiveness.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to inquire about potential subcontracting opportunities and equipment, materials, and/or supply needs.

Group at 662-407-0193. Questions specific to the RFP must be submitted in writing to Steve Brunton, PE, Hydrologic Engineer, at sbrunton@oxfordms.net no later than 5:00 p.m. CDT on June 24, 2026. Telephone inquiries will not be accepted.
Proposals will be received until 1:00 p.m. CDT on July 8, 2026. Vendors may only submit proposals electronically at www.oxfordmsbids.com or by sealed hard copy to:

Hard copy proposals must be sealed and clearly marked with the solicitation number, “Request for Proposals – Flood Threat Recognition System,” and the vendor’s name on the outermost envelope.
Late proposals will not be accepted. The City of Oxford reserves the right to reject any or all proposals, waive informalities where permitted, and award the contract in the best interest of the City. Vendors shall comply with applicable City, State of Mississippi, and federal procurement requirements.
The City of Oxford reserves the right to waive any irregularities and to reject any and all proposals if considered not in the best interest of the City of Oxford, Mississippi.
